It does not qualify you for direct entry to a German university. That is not a problem, but it does change your timeline by a year, and almost nobody finds out until they have already applied.

Germany is the cheapest serious destination available to a Ghanaian student. Most public universities charge no tuition, and the route is genuinely open. But there is one fact that sits underneath every plan, and it is the fact people discover last.
The short version
A WASSCE on its own does not give you direct entry to a German university. The DAAD is explicit about this. You get there by one of two routes: complete at least one year of university in Ghana first, or complete a one-year preparatory course in Germany called a Studienkolleg.
Germany compares every foreign school certificate against what a German student would hold on leaving school, which is the Abitur — thirteen years of schooling with a broader subject range. A WASSCE is assessed as qualifying you for university in Ghana, but not as equivalent to the Abitur. So it grants what Germany calls indirect access: you are on the right track, but you need one more step.
You can check exactly how your own certificate is classified in the anabin database, maintained by the German education ministries. It is free, it is the same source universities use, and it is worth looking at your own qualification there before anyone gives you advice about it.
If you complete at least one year at a recognised Ghanaian university, your WASSCE plus that year can qualify you to apply directly to a German university. For many students this is the more practical route, because you are studying at home, paying Ghanaian fees, and you do not need to fund a year in Germany before your degree has started.
The usual caution: study something related to what you intend to study in Germany. A year of an unrelated subject is weaker evidence, and the German institution is assessing whether the year prepared you.
A Studienkolleg is a one-year foundation course in Germany, ending in an examination called the Feststellungsprüfung. Pass it and you hold a recognised university entrance qualification.
You do not pick a general course. You are placed in a stream matching what you intend to study, and each stream prepares you for a different subject family:
This matters more than it looks. The stream you complete constrains what you can then go on to study, so choosing it is effectively choosing your degree field a year early. Changing your mind afterwards is expensive.
Places are limited and there is an entrance examination. Public Studienkollegs charge no tuition beyond the semester contribution; private ones charge fees that can run into thousands of euros.
The part that catches everyone
The Studienkolleg is taught in German and the Feststellungsprüfung is sat in German — even if the degree you eventually want is taught in English. Most Studienkollegs expect around B2 to admit you, and the entrance exam is easier at B2 than at B1. If you are starting from no German at all, that is realistically a year of study before you even apply.
Work backwards from an intake, not forwards from today. If you have no German, a realistic sequence is: twelve months reaching B2, then Studienkolleg applications and the entrance exam, then the Studienkolleg year itself, then your degree. That is two years before your degree begins.
The Ghanaian university route removes the Studienkolleg year but still needs the language, since you will be living in Germany and most employers will expect it even where your course does not.
Neither timeline is a reason not to go. They are a reason to start now rather than in the month the applications close.
The DAAD office in Accra certifies documents free of charge. You can have your certificates reviewed and endorsed there before presenting them at the German Embassy, at no cost, several sets a year. People pay agents for this.
You still need the blocked account for the Studienkolleg year. The financial requirement applies to the preparatory year as well as the degree, which surprises people who budgeted only for the degree itself.
